According to the Oldest stories podcast the code of Hammurabi isn’t the first in Mesopotamia (and the world obviously). I sadly do not remember who’s was the first as it was at the beginning of the show and I listened to it some time ago so I highly recommend listening it for yourself as it is a great podcast.
